The "City of Brisbane" as a distinct local government entity has existed in various forms since 1859, though its boundaries and powers expanded significantly over time. Its early history is centred around the original penal settlement and its subsequent development into a colonial administrative and commercial centre. The pre-1925 City of Brisbane largely covered the inner-city areas, forming the core around which the surrounding shires and towns would eventually coalesce. Its evolution reflects the growth of Queensland as a whole.
